The platform is founded on the principle that the effective realisation of the Right to Information requires the active participation, capacity, and commitment of both public institutions and civil society. Accordingly, InfoRights Sri Lanka facilitates a collaborative approach that brings together state and non-state stakeholders to strengthen institutional practices, enhance citizen awareness, and promote a sustainable culture of transparency and accountability.

Capacity-building and institutional strengthening initiatives for public-sector stakeholders are undertaken in accordance with the guidance and frameworks of the Right to Information Commission, while capacity development and support for civil society stakeholders are facilitated through an independent advisory mechanism. This approach seeks to ensure that all stakeholders have access to appropriate knowledge, guidance, tools, and opportunities for continuous learning.

A Platform for Knowledge and Capacity Development

InfoRights Sri Lanka provides a centralised digital resource for citizens, civil society organisations, Information Officers, public officials, researchers, trainers, and other stakeholders seeking reliable information and practical resources on the Right to Information.

The platform provides access to training materials, learning resources, guidance documents, awareness materials, reference information, and other tools designed to strengthen understanding and practical application of the Right to Information.

Through these resources, the platform supports both citizens seeking to exercise their right to information and public institutions responsible for responding to information requests and fulfilling their obligations under the Right to Information framework.

Supporting Monitoring and Evidence-Based Action

An important function of InfoRights Sri Lanka is to support the systematic monitoring, documentation, and follow-up of Right to Information implementation.

The platform provides opportunities for citizens and civil society organisations to document their experiences, record follow-up actions, collect relevant data, and contribute evidence relating to the implementation of the Right to Information. Such information can contribute to identifying implementation gaps, recognising good practices, and developing evidence-based recommendations for improving institutional performance.

The platform also provides an avenue for sharing relevant findings, assessments, studies, and reports with stakeholders and the wider public, thereby strengthening public awareness and informed engagement with the Right to Information.

It requires sustained cooperation between public institutions, the Right to Information Commission, Information Officers, civil society organisations, media, researchers, and citizens.
